Minister of Energy of the Republic of Belarus V. Potupchik commented on the interaction of the energy systems of Belarus and Lithuania

The joint activity of  Belarusian and Lithuanian energy systems is carried out within the framework of the synchronously operating energy association ER BRELL (Electric Ring Belarus - Russia - Estonia - Lithuania - Latvia).

 

The functioning of ER BRELL makes the participating energy systems to take advantage of all the parallel operation, including ensuring reliable operation of the border energy facilities and generally operating energy systems, creating conditions for the purchase and sale of electricity based on economic feasibility, providing emergency assistance and assisting in the elimination of emergency situations arising in the energy systems.

Belarusian and Lithuanian energy systems, while collaborating, take full advantage of the benefits that parallel work provides in the framework of the energy integration of ER BRELL.

At present, the export of electricity from the Republic of Belarus to Lithuania is carried out in accordance with the rules of trade in the Nordpool energy exchange, as well as under the agreement with Lithuanian system operator Litgrid JSC during rescue operation.

Electricity exports in 2017 amounted to 146.5 mln kWh, in Q1 of 2018 - 381.9 mln kWh.

From 2013 to 2018, emergency assistance to Lithuanian energy system was rendered 55 times, including in Q1 of 2018 5 times.

The interaction of the energy systems of Belarus and Lithuania is based on mutual economic feasibility and is aimed at improving the reliability of the operation of the energy systems of our countries.

Within the framework of collaboration between the energy systems of EC BRELL, Lithuanian system operator Litgrid JSC informed Belarusian side in advance of the plans for the reconstruction of the 30 kV electric network adjacent to Belarusian energy system. The reconstruction is related to the need to replace the physically and morally outdated equipment of the switchgear 330 kW of Ignalina NPP. In addition, taking into account the decommissioning of Ignalina NPP nuclear power generating units, the lack of the need to issue large volumes of capacity from this power facility and the availability of six high-power 330 kV transmission lines, Lithuanian side decided to optimize the 330 kV network.

Regarding the existing plans for the separation of Lithuanian energy system from Belarus: this scenario is taken into account when considering the development prospects of Belarusian energy system, including when solving the construction of Belarusian NPP. In fact, the perspective balances of the capacity of Belarusian energy system are built on the principle of reliable provision of power supply to the consumers of the republic by generating their own energy sources by maintaining a balanced mode of operation of the energy system, which is the basis for the energy security of any country. At the same time, in relation to the increase in the export potential of Belarusian energy system after putting the NPP into operation, it is not ruled out that the electricity exports to the energy systems on mutually beneficial terms with which there are interstate transmission lines.

We count on mutually beneficial collaboration in the interests of Lithuanian and Belarusian sides.
